My neighbor complained that my cat watches him

Got a message from building management saying someone had complained about my pet making them uncomfortable.

My cat is indoors.

Turns out the neighbor across the courtyard says my cat sits in the window and “maintains prolonged eye contact” while he’s on his balcony.

I checked.

My cat absolutely does this.

I’m not sure what action management expects from me.
