Turns out it's my neighbor's grandfather, and he's apparently been doing this for years, long before I even moved in. Every single morning, exactly 6am, rain or shine, no exceptions. Nobody asked him to. Nobody in the building even really talks about it or acknowledges it happens. Thanked him properly once I found out, expecting maybe some story behind it.
