Maybe I’m missing something here, but I don’t think the headline alone tells the full story.
Major cities remained under close watch as the monsoon produced intense spells and urban disruption.
There’s an easy take on this and then there’s the harder question of implementation, incentives and what actually changes on the ground. I’d want to see more detail before declaring it a huge win or disaster.
